October Revenue register update

Ah, the November Issue... (I don't think that's "a thing", but lets make it one).

There's over 160 deletions this month - but these are because those premises have not yet renewed for this year. I will only find out if they never renewed in October 2027. So we ignore these changes.

There is one single change to the fundamentals this month:

Renumbering:

1023199 The Landmark - formerly S0097. This premises has extended to another unit, so is renumbered to the new system.
